LGS 101 Legislative Framework
Course description: Local government bodies
are governed by legislation which outlines the roles and responsibilities of
the organization, its council as well as
the various categories of other officials. Very
often conflict and confusion arise between officials because of lack of
knowledge or misunderstanding of the relevant legislative provisions that
govern a particular category of official. This course is designed to examine
the legislative provisions that relate to each category of official and their
inter-relationships. Case studies will be used to reinforce understanding.
Duration: 8 hours
Learning outcomes: At the end of this course, participants will:
- be familiar with the local legislative provisions that govern the local council, councilors, mayors, and administrators.
- be able to distinguish between the roles and responsibilities of each category of local government official.
- recognize the interplay between legislative authority and political obligations.
- be equipped to apply new material learnt to their respective local government context.·
- enhance their capability to perform their functions in a more professional manner.
